History of Coexistence in IEEE 802
• IEEE 802.11 was introduced in 1997 for WLAN
operating in unlicensed frequency band
• IEEE 802.15 was formed in 1999 to develop standards
for WPAN, often operating in unlicensed bands
• IEEE 802.15.2 was formed in 2000 to address issue of
coexistence of WLAN and WPAN, primarily 802.11b
and 802.15.1 (i.e. Bluetooth)
• IEEE 802.19 Wireless Coexistence Technical Advisory
Group (TAG) was formed in 2001 to address wireless
coexistence across all of IEEE 802

IEEE 802 Policies and Procedures on
Wireless Coexistence
• Due to the increase in new projects for wireless
operating in unlicensed bands the IEEE 802 Executive
Committee decided in November 2004 to add a new
policy on wireless coexistence in the 802 policies and
procedures (P&P)
• The centerpiece of the new policy is the development of
a document referred to as a Coexistence Assurance
(CA) document
• The CA document is a study showing how well a
proposed wireless standard, planned for unlicensed
operation, coexists with current standards

IEEE 802 Policies and Procedures on
Wireless Coexistence
• The CA document is to developed by the time of the
first working group letter ballot and to be sent as a
companion document with the draft on each working
group and sponsor letter ballot.
• The CA document can of course be revised based on
new information or changes in the draft
• The WG and sponsor ballot pool, as experts in the field,
decide how to utilize this information in their vote
• The IEEE 802.19 Coexistence TAG also votes on WG
ballots and comments on the CA document

Functions of the IEEE 802.19 TAG
• The TAG is a service organization to all the wireless
working groups
• The TAG was fundamental in the formation of the 802
P&P on wireless coexistence
• The TAG has been working on the development of a
document called the Coexistence Assurance
Methodology document
– The plan is to use this as an internal IEEE 802 document initially
– It could be converted into a IEEE Guide after some time of internal
use
• The purpose of this document is to give guidance to the
working groups on how to develop a CA document

Functions of the IEEE 802.19 TAG
• The TAG holds joint meetings with the task groups of
the various working groups to discuss CA documents
and methodologies
– Met with 802.11n
– Met with 802.15.4b
– Meeting with 802.15.4a at September meeting
• The TAG has prepared presentation material to explain
more about the CA document requirements

Functions of the IEEE 802.19 TAG
• The TAG also votes on all working group letter ballots
which include a CA document
• The TAG, as a group of technical experts, comment on
the CA document
• This process is just getting going and the process for
this voting was recently approved an included in the
802.19 P&P
– The TAG met in July with 802.15.4b to give technical advice
– The TAG will be meeting in September with 802.15.4a to review
preliminary analysis and give technical advice

Recent Activities of the TAG
• The development of the CA methodology document is
ongoing
– There will be a technical submission of a method of estimating
packet error rate (PER) at the September meeting
• There were several presentations in July summarizing
the coexistence related parameters of standards and
drafts
– IEEE 802.15.1 (Bluetooth)
– Draft 802.16 (WiMax)
– Cordless telephone technologies

Recent Activities of the TAG
• There will be several presentations in September
summarizing the coexistence related parameters of
several drafts
– IEEE 802.15.3a (UWB)
– Update on Cordless telephone presentation
• The TAG developed a list of which ongoing projects
require a CA document
– This list is available on the 802.19 web site
• The TAG continues to hold joint meetings with various
wireless working groups as appropriate to hear
preliminary CA analysis and give technical advice

Future Meeting Plans
• IEEE 802.19 meets six times a year
• The TAG meets at IEEE 802 plenaries in March, July
and November
• The TAG meets at IEEE 802 joint wireless interims in
January, May and September

• The two groups can exchange liaison reports at each
meeting

P1900.2 and 802.19 meeting to discuss more about what
the two groups are doing and possible areas of
collaboration
