Starting July 1, the Division will stop certifying
self-employed waiver providers whom the IRS
classifies as home-based workers.
Home-based Workers:



Do not set their own rates,
schedules, or tasks
May provide direct services
(respite, personal care, etc)
File W-2s instead of 1099s
Independent Contractors:



May have staff
May be certified to provide
services in their home or a
facility
May provide professional
services (nursing, therapy)
etc
