Donor Assistance Database
•
The Donor Assistance Database (DAD) is an Aid
Management and Coordination tool used in
national reconstruction environments that
strengthens the effectiveness and transparency of
aid assistance.
•
DAD is a powerful, Web-based information
collection, tracking, analysis and planning system
for use by national governments and the broader
assistance community, including multilateral and
bilateral donors, international organizations, and
non-governmental organizations.
The Donor Assistance Database (DAD) has been installed in
fifteen countries around the world in close cooperation with
the United Nations Development Programme (UNDP).

Through the financial support of the United States, Italy
and the Netherlands, DAD was delivered to the
government of Afghanistan in close cooperation with
UNDP.
•
DAD-Afghanistan is owned by the Government of
Afghanistan and fully operational in English and Dari.
•
DAD is recognized as the definitive source of information
on international assistance rendered to Afghanistan.
•
DAD – Afghanistan is the primary tool for the government
to track donor contributions, Trust Funds and projects
within the National Development Budget.
DAD: Tracking effectiveness of aid

Powerful information management tool with a built-in capacity
to integrate data on programs funded from different sources:
national government, assistance community and NGOs

Facilitates tracking for both ODA and non-ODA, including
MDGs and PRSPs
DAD Iraq: Partnership with UNDP

all economic assistance and reconstruction programs in
Iraq.

DAD Capabilities

On-Demand Querying: DAD allows the user to view data
on requests and ongoing projects organized into lists,
reports, charts, and maps.

Analytical Reporting, Charting, GIS: DAD provides the
tools for producing a wide range of analytical reports,
charts and geographic project information based on
flexible search criteria.

Versatile Reporting Options: In DAD the user is able to
create, execute, view, edit, and memorize/save ad-hoc
queries, print results, and export results into PDF / MS
Word / MS Excel format files.

Multi-lingual and Software Localization: DAD is a bilingual application and can be presented either in English
and / or in the national language.

Requests Ongoing Projects Follow Up
DAD helps in tracking, analyses and reporting on:

Requests for Funding: project requests pending approval /
authorization and appropriate financing, which are still in the
pipeline.
Ongoing Projects: approved projects under implementation
with allocated budgets.
Follow Up: tracking and monitoring of actual disbursements /
expenditures, progress reports, volume of the work
completed, and project outcomes.
Note: When a particular project is approved and the corresponding
financing is made available, the status of the project changes from
“request” to “ongoing”, and the system automatically moves the
particular project from Requests to the Ongoing Projects section.
Project Authorization
•
The Government / Donors will review submitted project requests
within the scope of national programs, and approve, reject, or
request further clarifications.
Analysis Screen
In the Analysis Screen of the DAD application, the user can create and
execute ad-hoc queries on requests and ongoing projects data, and acquire
results in the form of a list, a report, a chart, or a map.

A list consists of at
least one group and
one column, but the
actual quantity of
groups and columns is
defined by user’s
choice of the view.

It is possible to modify
currently displayed list.
The user can add new
groupings to it or
remove the selected
ones, (un-) select
columns, re-order
them, etc.

The system provides
for the opportunity
to present data in
the form of different
charts.
To create a chart
report, user should
define:

the map and 3D –pie as a chart type.

Analysis Screen: Report

The system gives an opportunity for visual representation of the data in
the form of different reports.
•
The system is incorporated with a built-in Report Designer which allows
for straight-forward report generation.

User has indicated:
“Donor Assistance by Sectors” as a Report Title, “Donor”, “Assistance Form”,
and “Sector” as a Row Groupings, and “Donor Committed”, “Donor Disbursed”,
and “Total Project Requested” as Measures.

displayed in the reports.

Online and Offline Data Entry
The Donor Assistance Database (DAD) application contains a built-
in on-line Data Entry subsystem (DE), which allows for entering
new and modifying the existing information.
Depending on the user’s choice, data can be entered related to
either of the following:

Requests – These are the projects identified by the local ministries
and ready for implementation as soon as the appropriate funds are
made available.
•
Ongoing Projects – These are the projects that are currently being
implemented.

Predefined Reports: View / Edit

In the Reports screen, the user can view the pre-defined reports stored in
the system. In order to view a report, the user must click on the report’s
name in the main reports’ table in the Reports screen.

Clicking on the Edit button in the top toolbar above the report screen directs
the user to the appropriate sub-section of the Analysis section where the
report data will be displayed in the design mode.
Executive Dashboard
Executive Dashboard features are now available:

updated and presented to the user
