We are not going to provide

umbrellas to students who are in
classrooms with roofs leaking.

We are not going to provide
135,847 toilets that are needed.

We are not providing chairs to students
in overcrowded classrooms so they will
not be bringing their own chairs to
schools. Stats show there is a shortage
of 101,612 seats.
Neither are we providing birth control
pills even though we all know that if we
solve the overpopulation problem we will
be solving the educational problems as
well. (There are 19,717,101 K-10
students enrolled SY 2010).
What we will be focusing on
• Problems related to the curriculum
Background
• Kindergarten + a full 12 years of basic education will be required for
entry into tertiary level education by SY 2018-2019. For details, see

• Curriculum development for the new structure is now underway, but
there does not yet seem to be a consensus about the details among
the principal stakeholders: the Department of Education (DepEd),
the Commission on Higher Education (CHED) and the Technical
Education and Skills Development Authority (TESDA).
• Instructional modules that can be used independently of the
structure of the curriculum are being developed at the National
Institute of Science and Mathematics Education Development
(NISMED). See http://www.nismed.upd.edu.ph/
Action Items
• Individual PAASE members can participate directly in the curriculum
development efforts of DepEd and in the development of
instructional modules at NISMED through the following
mechanisms.
– Help in the curriculum “refinement” now underway at DepEd by
commenting on drafts of curricula made available in the DepEd’s
website.
– Help DepEd create “science investigatory projects,” research projects
appropriate to high school students.
– Help NISMED develop “curricular scripts” – teaching modules to help
teachers, especially those with deficient preparation in the subject
matter, to teach specific scientific concepts or limited subject areas
rather than entire curricula.
– Develop experiments utilizing locally available materials and supplies
Action Items
• PAASE Members can also help in areas other than the curriculum
– Participate in NISMED summer teacher training programs.
– Invite high school science teachers to work in members’ research
laboratories during the summers.
– Consider teaching part-time in secondary schools (even elementary
schools) via the internet or in person
– Donate used science equipment to Philippine high schools.
Transportation and customs fees could be an issue for members based
abroad, but donations can be channeled through DepEd to avoid
customs charges.
– Adopt a high school and do presentations on careers in science and
technology
– Write articles for the local papers on science and technology education
(problems, situations and solutions)
